Headcanon : Castiel can’t speak again due to the shock of losing his Grace. His vocal chords are intact, he just can’t talk.
That’s the thing I am most excited about season 9 actually. Cas new clothes.

Cas was “rehabilitated” by Heaven and still kept his humanity.
Cas disobeyed the shit out of Heaven and survived.
Cas ingested the Leviathan and survived.
Cas almost destroyed Heaven himself.
Cas survived purgatory.
Cas broke Naomi’s mind control business after his second rehabilitation.
Cas is the most dangerous fucker in creation by Heaven’s standards. He’s the most unpredictable.
And he is the first person Naomi goes to for help when she realizes that Metatron has run off the rails.

I want people to ask how Castiel feels about angels and Heaven now he knows they’re not only being lied to concerning their true orders, but that they have their memories rewritten every time they step out of line.
I want people to ask Misha’s opinion on Castiel, on what he hopes is in store for him, if he fell now, would he become what he was in “The End”?
I want people to ask if Castiel will try to retrieve his stolen memories.
I want people to ask if Castiel checks on Amelia and Claire once in a while.
I want people to ask how would Castiel react if he was to be faced to Amelia and/or Claire again.

I want people to ask how Jensen feels about Dean being all touchy-feely with everyone he cares about.

I want people to ask how Dean would have reacted if he and Benny (or he and Benny and Castiel) had met Emma in Purgatory. Would Dean have tried to talk to her? Get her out?
I want people to compliment Jared because HOT DAMN his acting was brilliant, brilliant in The Great Escapist.
I want people to ask Jared if he thinks Sam will ever be honest enough with his girlfriend to tell her about his real life.
I want people to ask about Adam. Do the Winchesters think of him sometimes?

“Why would the garrison send such a rebellious angel to retrieve Dean and persuade the man to say yes to Michael?” “Why was a “spanner” given a high rank in the garrison?”
I think the answer was simple
Castiel was that good :D
I think it’s easier to keep an eye on him if he’s somewhere in the hierarchy that’s easy to see. Had he been a foot soldier, it would have been harder to keep tabs on what he does, his doubts would have gone undetected. Meanwhile, at the head of a garrison, a lot of angels look up to him, and the higher ups know where he is. They can all report if there is something he does wrong.
Naomi and the other angels were also well aware of Castiel’s love for humanity, of his compassion for humans. It played a part in why they let him be the one to contact Dean after he was revived. They could have assigned another angel very easily - see how Uriel was given command when Castiel was deemed unworthy. But Uriel and most angels don’t care for humans the way Castiel does, and I don’t think any human would be willing to work to save humanity with the help of an angel who doesn’t give a crap and who would rather kill them all and be over with - and Uriel did nothing to hide his distaste for mankind.
I think what saved Castiel from a complete reboot in The Rapture was that the angels thought it would rise Dean’s suspicion if Castiel was removed from him and he was put under the care of another angel he doesn’t trust one bit and if Castiel had forgotten everything about him and what they did. They probably planned on erasing Castiel’s memories once Lucifer was out of the Cage, but they didn’t have the opportunity to do so. He ran away, and his search for God would have proven useful if he had found him, because that’s what the archangels wanted - for Daddy to come back home.
